Description

The policies, procedures, and responsibilities for establishing and utilizing Information Technology Services Program (ITSP) II support at the Electronic Systems Center (ESC) are outlined in this document. It applies to all assigned or attached ESC activities, including the Geographically Separated Units (GSU).

DoD Directive (DoDD) 4205.2 explains that the acquisition of A&AS is a legitimate way to support services and operations. Organizations may use A&AS to help managers achieve maximum effectiveness or meet mission requirements. A&AS may be appropriate to use when (1) in-house capability is not available and cannot be developed in time to meet the requirements, or (2) the performance period is of short-term duration. However, A&AS cannot be used to perform inherently Governmental functions. The Government is required to record and report all A&AS obligations, expenditures, and transactions. DoDD 4205.2 requires a two character alpha code at the end of each accounting fund cite. The purchase request (PR) initiator is required to include the two character alpha code at the end of the fund cite used to procure their support; AF Policy Directive 63-4 and AFI 63-401 provide additional guidance. Requiring activities must ensure that A&AS codes are identified and properly entered on each applicable contractual document. ITSP II is Electronic Systems Center's (ESC) centrally managed A&AS Support Engineering and Technical Assistance (SETA) contracting program.

ITSP II is a follow-on effort to ITSP that encompasses all previous SETA contracts used by Hanscom AFB and the majority of SETA contract vehicles used by ESC's GSUs.

ITSP II will acquire non-personal acquisition support services required to provide systems acquisition support to ESC Program Offices (including GSUs) for development, acquisition, and test of command and control (C2) systems, fighter/bomber operations, airborne reconnaissance, cruise and air-to-air missile operations, nuclear deterrence, surveillance and reconnaissance, and defense information infrastructure.

This program also includes Specialized Cost Services (SCS) such as cost estimating and cost tool development, training and review. ITSP II contractors will not perform inherently governmental functions for which there exist prohibitions against contracting-out as set forth in FAR 7.5.

The types of services to be acquired under ITSP II are:

  • assisting the Government in defining program requirements;
  • resolving developmental, production, operational and technical problems;
  • preparing technical program documentation and specifications, and;
  • functional support such as configuration management, financial management, logistics, etc.

ITSP II contractors will be issued individual, program-unique orders addressing discrete technical tasks and contract data requirements. ITSP II contractors will not develop, fabricate or furnish hardware or mission software, nor in any way control or direct other contractors and their programs or Government employees/agencies.

Additionally, the contractor(s) may assist the Government, but shall not be solely responsible for preparation of source selection plans, evaluation factors for award, instructions for proposal preparation or factors and standards.
